First Time Homebuyer Program

    

HANDS Homebuyer Assistance Program (the "HOME" Program)

The Homebuyer Assistance Program makes funds available to qualified first-time homebuyers in designated areas of the City of Erie.

Funds are awarded to qualified first-time homebuyers to assist them with the rehabilitation of their new home. Rehabilitation includes bringing the home into compliance with the City of Erie codes for plumbing, electrical, and building, as well as controlling any lead-based paint hazards which may exist.

The funds are offered in the form of a deferred-payment loan, which means that no payments are required as long as the homebuyer remains in the home and retains ownership throughout the "affordability period." The "affordability period" is either five or ten years, depending on the amount of funds awarded.

In addition, homebuyer counseling is offered as part of the program, which gives valuable information about lenders, household budgets, and maintenance tips.
